Flares and fireworks are legal to buy in Italy, if you have a hunting licence. Most people don't have a hunting licence. However, fireworks and huge flares appear everywhere- at every single football game, at political rallies, every celebration, the flares pop up and someone gets covered in burns or dies. But its worth it, because it looks cool.
