It's sponsored by some billionaires, and offers people who fall under certain circumstances 300$ for sterilisation.
Most of the people, not suprisingly, who fall into the category, and that take the offer are pour blacks and hispanics. Most of the drug addicts and with a lot of problems.
I don't think it's a good solution.

Having kids is actually an awesome experience it is not only enriching and self developmental but also when planned, (and cared for) a selfless act of bringing a new life on the planet to propagate our species to evolve (hopefully) forward. Although on the side i wish people could be open to birth control of people without the means or mental stability to have kids as they end up being hungry, neglected or/and abused. Maybe in the future hopefully it wont be a given that you can pop out kids whoever or whenevr you want.
