Maybe they are instructional pieces for law enforcement to use during training? As such they would need to be incredibly detailed to provide clues for up and coming investigators. Some are simply documents to be pondered about the depravations that everyone should be aware. A healthy sense of fear about these things should always be in the back of our minds. The real location of fear and violent death is often not in some exotic location but in some bland place that we normally would not suspect.
